Bali visa guide 2026: every way to stay, from the e-VOA to the KITAS

Compare visa exemption, e-VOA, visit visas, the remote worker visa, second home, family, investor, work, student and Golden Visa options for Bali, with published fees and overstay costs.

This guide is for travellers, digital nomads, retirees, investors and families who want to stay in Indonesia, with Bali as the main example. Indonesian immigration rules and fees change often, so treat this page as a map and confirm the current rule and price with an immigration office or a licensed professional before paying for anything. Recent points to know: the fee amounts on the official visa pages are based on Government Regulation 45 of 2024; a visa exemption list for 16 countries applies from 12 August 2025; in September and October 2026 the government announced that foreign worker permits will be issued through one integrated online system; and Bali immigration started a dedicated patrol task force in April 2026.

Quick comparison of the main options

How the system works

Indonesia separates the visa from the stay permit. A visa is the permission to travel and enter. The stay permit decides how long you may stay once you are inside. The official pages say a visa is valid for 90 days from issue and that visa validity is different from the permitted length of stay, so the stay period printed on your approval is the figure that counts.

  • Visit stay permit (ITK): given to tourists, business visitors and visa on arrival holders.
  • Limited stay permit (ITAS): the permit behind the card commonly called a KITAS. It goes with long stay visas such as remote worker, retirement, family, investor, work and student.
  • Permanent stay permit (ITAP): the card commonly called a KITAP.

For limited stay visas, the stay permit and the re-entry permit are issued automatically when an immigration officer admits you at the checkpoint, and while the re-entry permit is valid you can leave and return without a new visa. Applications are made online through an account on the official e-visa portal. Many visas need a sponsor (penjamin), who must hold an account on the portal and submit the application. The remote worker visa, the second home visa and the Golden Visa types are listed as needing no sponsor. Processing is stated as about five working days after payment for most types, and about four working days for several others.

Standard documents for limited stay visas are a passport valid for at least six months, three months of bank statements showing at least USD 2,000 or the equivalent, a recent colour photo, a CV and an itinerary, plus the special documents for each type.

Visa exemption

The visa exemption (code A1) allows a single entry and a stay of up to 30 days that cannot be extended and cannot be converted into another stay permit. It costs nothing. You need a passport valid for at least six months and a return or onward ticket. The Ngurah Rai immigration office lists these nationalities, based on Presidential Regulation 95 of 2024 and applying from 12 August 2025 "subject to further evaluation": Brunei, Cambodia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste, Vietnam, Suriname, Colombia, Hong Kong, Turkey, Brazil and Peru. Government lists have been added to and trimmed before, so check the current list for your passport before booking.

Visa on arrival and e-VOA

Most Western passports, and many from Asia and the Middle East, are on the visa on arrival list of 97 countries (effective 9 January 2024 and also described as subject to re-evaluation). That list includes Australia, Canada, China, France, Germany, India, Italy, Japan, the Netherlands, New Zealand, Russia, Spain, the United Kingdom and the United States, among others.

  • Fee and length: Rp 500,000 for 30 days, counted from the arrival date.
  • Extension: once, for 30 more days, so 60 days in total. The extension fee is Rp 500,000 per application.
  • Requirements: a passport valid for at least six months and a return or onward ticket to another country.
  • Three ways to get it: apply and pay online before arrival and receive the e-VOA by email within 24 hours; apply and pay online before arrival and collect it at the visa counter; or pay at the bank counter in the arrival area and receive a visa sticker. Payment online is by debit or credit card.
  • Validity: an e-VOA is valid for 90 days from issue. If it is not used in that time, a new one is needed.
  • Entry points: Ngurah Rai airport and the Benoa, Padang Bai and Celukan Bawang seaports are on the designated list used for visa exemption and visa on arrival.
  • What it does not allow: the visa on arrival is for tourism, visiting family, meetings, conventions and transit. Holders may not sell goods or services or accept payment or wages from people or companies in Indonesia.

Whether a stay that began on a visa on arrival can be turned into a KITAS from inside Indonesia is described differently on official pages. One visa page mentions conversion through a bridging visa. The page on converting visit stay permits to limited stay permits says a permit obtained through visa on arrival or visa exemption cannot be converted. Ask an immigration office before planning around either version.

Visit visas (C and D index)

Visit visas are applied for in advance on the e-visa portal and suit stays longer than 30 days.

  • C1 tourist visa (single entry): tourism, family visits, meetings, conventions, site visits and medical-related activities. First stay up to 60 days, extendable several times up to 180 days in total. The visa fee is Rp 1,000,000. No sponsor is needed except for stateless persons, holders of non-passport documents and nationals of countries on a restricted list. It can be converted to a limited stay permit.
  • C2 business visit visa (single entry): meetings, purchasing, negotiations, signing agreements and inspecting goods at offices or factories. The stay is up to 60 days, extendable to 180 days, and the total listed fee is Rp 2,000,000 (a visa fee of Rp 1,000,000 plus a verification fee of Rp 1,000,000). A letter or invitation from the Indonesian organisation is required.
  • D1 tourist visa (multiple entry): up to 60 days per entry, extendable to 180 days in total, with a visa validity of 1, 2 or 5 years. Fees are Rp 3,000,000, Rp 5,000,000 and Rp 10,000,000 respectively. It cannot be converted to a limited stay permit.

Visit visa holders may not sell goods or services or receive payment, wages or similar compensation from individuals or companies in Indonesia. The C1 page also bars speaking at events. The official visa list includes further C codes, such as a content creator visit visa (C5A), but the page for that code showed no details in October 2026, so confirm its conditions directly.

Long stays on a limited stay permit (KITAS)

Remote worker visa (E33G)

The E33G second home visa for remote workers lets you live in Indonesia while carrying out duties for a foreign company. The official page states:

  • Length: 1 year, with extension online. The page does not state the extension fee or the number of extensions.
  • Income: bank records showing salary or income of at least USD 60,000 per year. The Ngurah Rai office describes the requirement as USD 60,000 per year or USD 5,000 per month.
  • Employer: an employment agreement with a company established outside Indonesia.
  • Funds: three months of bank statements showing at least USD 2,000.
  • Fee: Rp 7,000,000 in total (visa Rp 500,000, verification Rp 2,000,000, stay permit Rp 3,000,000, re-entry permit Rp 1,500,000).
  • Sponsor: none required.
  • Conditions: no overstaying, no work outside the permit's scope, and no selling goods or services unless the job requires it.

The page does not describe self-employed freelancers or people who invoice several clients, so ask immigration whether that fits before applying. Tax residency is a separate question: a person present in Indonesia for more than 183 days in any 12 months is treated as a tax resident in a PwC tax summary reviewed in June 2026, and a tax adviser can explain what that means for foreign income.

Second home and retirement

  • E33 second home visa: no sponsor. Within 90 days of entering Indonesia the holder must either place at least USD 130,000 in a state-owned bank in their own name or buy an apartment or condominium worth at least USD 1,000,000, and keep that guarantee for the life of the permit. The first permit runs up to 5 years and total stay cannot exceed 10 years. The fee is Rp 13,000,000.
  • E33E retirement visa (5 years): age 55 or over, proof of income or pension of at least USD 3,000 per month, and a commitment to keep at least USD 50,000 in a state-owned bank account. No sponsor. The fee is Rp 13,000,000.
  • E33F retirement visa (1 year): proof of income or allowance of at least USD 3,000 per month, and a sponsor is required. The page does not state an age. The fee is Rp 7,000,000.

Other pages mention an age of 60 for elderly holders converting to a permanent permit, so confirm the age for your visa type.

Spouse and family

The E31 family visas cover the foreign spouse of an Indonesian citizen (E31A), the spouse of an ITAS or ITAP holder (E31B), children and parents of Indonesian citizens or permit holders. Stays are 1 or 2 years. A sponsor applies through the portal, with an application letter from the Indonesian spouse or family member. Marriage documents must be provided, with a sworn translation into Indonesian if the certificate is not in English, and a marriage abroad must be reported to an Indonesian representative or civil registry. Listed fees are Rp 6,000,000 for one year and Rp 8,500,000 for two years. The E31A page's own list of components does not add up to its one year total, so confirm the exact amount before paying.

Investor KITAS (E28A)

The E28A investor visa suits a foreigner who owns shares in an Indonesian foreign investment company (PT PMA) and serves as director or commissioner. It requires a sponsor company registered with the investment ministry, share ownership of at least Rp 10 billion, the Ministry of Law approval of the company and two months of company bank statements. Stay is 1 or 2 years. Fees are Rp 7,000,000 for one year and Rp 9,500,000 for two years. If the shareholding is lower but the person holds a director or commissioner role, the page says a work visa for that position is needed instead.

Work KITAS (E23)

The E23 work visa needs a sponsor, the Ministry of Manpower work permit, and the standard documents. Stay options are 180 days, 1 year or 2 years, with the sponsor handling extensions. Fees are Rp 5,250,000, Rp 7,000,000 and Rp 9,500,000. The employer side of this (the foreign worker utilisation plan and the sponsor's duties) is what makes this route slower than the others.

Student KITAS (E30B)

Higher education students (bachelor, master, doctorate) receive 1, 2 or 4 years and need a letter of acceptance stating the programme length plus a guarantee from the institution or an individual sponsor. Fees are Rp 6,000,000, Rp 8,500,000 and Rp 12,000,000.

Working holiday (E35)

The working holiday visa is listed only for Australia under a bilateral agreement, with a one year stay, a sponsor, and certain work for up to six months.

Golden Visa types

The official list marks several investor and second home codes as Golden Visa. Published thresholds:

  • E28B (establish a company): at least USD 2,500,000 in paid-up capital or investment for 5 years, or USD 5,000,000 for 10 years, with the company to be set up within 90 days of entry. No sponsor.
  • E28C (capital market): at least USD 350,000 in government bonds, listed shares or mutual funds for 5 years, or USD 700,000 (or a USD 1,000,000 apartment) for 10 years.
  • E28D (branch or subsidiary of a foreign company): USD 25,000,000 for 5 years or USD 50,000,000 for 10 years.
  • Fees: Rp 13,000,000 for 5 years and Rp 19,500,000 for 10 years on these pages.

By 18 May 2026 immigration reported 1,274 Golden Visas issued since the programme began in 2024, and described it as selective. Thresholds are high, so most long stay residents will look at the remote worker, second home or family options first.

Permanent stay permit (KITAP)

An ITAP can be obtained by converting from an ITAS for certain categories: clergy, workers, investors, elderly, family reunification, repatriation and second home. Spouses of ITAP holders and certain children can receive it directly. The official FAQ, last updated in January 2024, mentions at least three consecutive years on an ITAS for workers, investors and elderly applicants. The Ngurah Rai office also lists foreigners married to an Indonesian for at least two years. The newer conversion page does not repeat a minimum number of years and asks for application no later than 30 days before the ITAS ends. Fee tables differ: one page shows Rp 5,000,000 for 5 years, Rp 10,000,000 for 10 years and Rp 15,000,000 for an unlimited ITAP, while the older fee page shows higher amounts for 5 and 10 years. An integration statement is required for adults. Treat KITAP as a long term goal and plan it with an immigration office or licensed agent.

What overstays cost

Under the Immigration Law (Law 6 of 2011, Article 78), a foreigner who overstays by less than 60 days owes a charge set by regulation, and if it is not paid the person can be deported and banned from re-entry. Overstaying by more than 60 days leads directly to deportation and a re-entry ban. The Ngurah Rai immigration office states the charge as Rp 1,000,000 per day, and a 2026 news report from the same office says the same for stays under 60 days.

Other penalties in the law:

  • Misusing a stay permit or doing activities that do not match its purpose: up to 5 years in prison and a fine of up to Rp 500,000,000 (Article 122).
  • Entering or staying without a valid passport and visa: up to 5 years and up to Rp 500,000,000 (Article 119).
  • Hiding or housing a foreigner whose permit has expired, when this is known or should have been known: up to 3 months in custody or a fine of up to Rp 25,000,000 (Article 124).

In practice, 2026 reports describe deportations for overstays of 93 and 157 days, and a 402 day overstay case. Immigration states that lack of money does not waive the duty to leave or extend. The charge can be waived in emergencies: in March 2026 Bali set it to zero for travellers stranded by flight cancellations linked to the Middle East conflict, and in September 2026 emergency stay permits of up to 30 days free of charge were offered after the Anak Krakatau eruption.

Enforcement in 2026

Immigration reports 3,897 deportations nationwide between 1 January and 2 October 2026. The Dharma Dewata patrol task force began in Bali on 15 April 2026. Recent cases show what counts as misuse: visa on arrival holders working as DJs in Canggu, foreigners deported for commercial photography and videography on visa on arrival or residence permits, a suspected riding school run by foreigners in Serangan, and two Dutch nationals with a work KITAS and an investor KITAS who were barred after organising an event without the required permits. The immigration minister has said a visa on arrival cannot be used for work or income. In short, the permit must match what you do.

Choosing between the options

  • Up to 30 days: visa exemption if your passport is on the list, otherwise visa on arrival or e-VOA.
  • 30 to 60 days: visa on arrival with one extension, or a C1 visa applied for in advance.
  • Up to about six months of visits: C1 or D1 with extensions, remembering the 180 day ceiling.
  • A year or more without a local employer: remote worker visa (E33G) if you meet the income test, retirement or second home visas if you qualify by age or capital.
  • With an Indonesian family: the E31 family visas.
  • Running or owning a business: investor or work KITAS, which depends on a company and, for work, an approved foreign worker plan.

Where it conflicts or is unclear

  • Visit stay permit fee tables differ between pages (for example the 60 day and 180 day amounts), so confirm before paying an extension.
  • The visa on arrival conversion rule described above.
  • The extension window for visa on arrival differs between two statements on one office page.
  • Pages for some codes, such as the medical treatment visa (E34), digital expert work visa (E23Y) and content creator visa (C5A), showed no data in October 2026.

Where to get it done

  • Immigration office (kantor imigrasi): for extensions, photo and interview, address changes and conversions. In Bali the office that covers your place of residence handles your file. Ngurah Rai immigration office in Jimbaran serves the south, and an immigration lounge operates at a mall in Kuta.
  • Licensed visa sponsor or agent: for sponsor based visas such as work, family, investor and student. Ask for the fee breakdown against the official government fee and for the application to run under a registered sponsor account.
  • Notary and licensed lawyer: for company documents needed by investor and work visas, and for questions on income, tax residency and conversions.
  • Indonesian embassy or consulate: for visas applied for abroad and for questions about your nationality's list.

Questions people ask

How long can I stay in Bali on a visa on arrival?

The visa on arrival is valid for 30 days from arrival and can be extended once for another 30 days, so 60 days in total. The government fee is Rp 500,000 for the visa and Rp 500,000 for the extension, according to the Ngurah Rai immigration office and the official B1 visa page.

Can I work remotely from Bali on a tourist visa?

Official pages say visit visa and visa on arrival holders may not sell goods or services or receive payment or wages from Indonesian individuals or companies, and immigration has deported foreigners in 2026 for working on visa on arrival. The remote worker visa (E33G) exists for people working for a foreign employer, with income of at least USD 60,000 per year.

How much is the fine if I overstay?

The Ngurah Rai immigration office states Rp 1,000,000 per day. Under the Immigration Law, an overstay of more than 60 days leads to deportation and a re-entry ban.

What does the remote worker visa cost and how long does it last?

The official E33G page lists a one year stay for Rp 7,000,000 in total, with online extension. It requires an employment agreement with a company outside Indonesia and income of at least USD 60,000 per year, and it needs no sponsor.

Can I convert a tourist stay into a KITAS without leaving Indonesia?

The C1 and C2 visit visas can be converted to a limited stay permit for listed purposes, but the D1 multiple-entry visa cannot, and one official page says stays that began on a visa on arrival or visa exemption cannot be converted. Ask an immigration office before relying on conversion.

Which passports are visa exempt in Indonesia?

The Ngurah Rai office lists 16 nationalities with a 30 day, non-extendable exemption from 12 August 2025: Brunei, Cambodia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor Leste, Vietnam, Suriname, Colombia, Hong Kong, Turkey, Brazil and Peru. Other passports use visa on arrival or a visa applied for in advance, and the list is subject to evaluation.

Is there a retirement visa for Bali?

Yes. The E33E visa for people aged 55 or over runs up to 5 years and requires income of at least USD 3,000 per month plus a USD 50,000 guarantee in a state-owned bank. The E33F one year retirement visa needs a sponsor and the same income level.

Do the visa fees on official pages match what agents charge?

The official pages list government fees only. Agent, sponsor and notary charges are separate and not published, so ask for a breakdown showing the government fee.
