Arriving in Bali and leaving again

From the plane to the taxi and back: what happens at Ngurah Rai, in the order it happens. Checked October 2026.

Arriving

  1. 1

    Plane and arrival terminal

International flights arrive at the International Terminal and domestic flights at the Domestic Terminal. Since 17 August 2026 an inter-terminal transfer bridge lets connecting passengers who already hold onward boarding passes move between terminals without leaving the building, and a buggy car service runs between the arrival lobbies of both terminals. The airport operates around the clock all year except for the Nyepi suspension.

  2. 2

    All Indonesia electronic declaration

All Indonesia is the electronic arrival declaration that combines immigration, customs, health and quarantine declarations in one form, available on the web and as a mobile app. Foreign visitors can submit it up to three days before arrival, with submission within 72 hours advised. It is free, and it produces a QR code that officers scan on arrival. An All Indonesia counter in the arrivals area serves passengers who have not completed it. A separate electronic customs declaration from Bea Cukai (Indonesian customs) stays in use for land arrivals and for some departing passengers, while air and sea arrivals use All Indonesia. The customs form is described with both a two-day and a three-day window; three days is the window for All Indonesia.

  3. 3

Visa: e-VOA and visa on arrival

Eligibility depends on nationality: a combined list of 97 countries and entities covers visa on arrival and related categories, and a separate visa-free visit category exists. The B1 tourist visa on arrival costs IDR 500,000 for a stay of up to 30 days, extendable once to a total of 60 days. An e-VOA is applied for on the Indonesian immigration e-visa website or through the VFS e-visa portal and paid by card, the system sends it within 24 hours, and it is valid for 90 days from issuance. Without one, a visa can be bought at the Visa on Arrival counter in the arrivals area, either by paying at the designated bank counter in the immigration area and presenting the voucher for a visa sticker, or by applying online first and collecting the e-VOA at the visa counter. Requirements are a passport valid for at least 6 months beyond the stay, a return or onward ticket and a recent colour photo; no sponsor is needed.

  4. 4

    Immigration check and autogates

After the visa step, passengers go through immigration inspection. As of 2 October 2026 autogates operate at the international departure checkpoint at Ngurah Rai, and 298 autogate units were in operation at major checkpoints on 12 October 2026. Which nationalities may use the autogates, and whether foreign visitors can use them on arrival, has not been confirmed.

  5. 5

    Bali tourist levy

Foreign visitors to Bali pay a levy of IDR 150,000 per person, once per trip, under Bali Provincial Regulation 2 of 2025. It can be paid in advance on the Love Bali website or in the Love Bali app (Google Play and App Store), which is strongly encouraged to speed up arrival, at the Tourist Levy counter in the international arrivals area, or at registered endpoints such as hotels and travel agents. Accepted payments are Visa, Mastercard, American Express, JCB and UnionPay cards, bank transfer, virtual account and QRIS, and a QR voucher is emailed. Exempt are holders of diplomatic or official visas, transport crew, KITAS or KITAP holders, and holders of family unification, student, golden or other visas; golden and other visa holders must apply for exemption through Love Bali, and the others show their card or document to the officer. Some reports say levy payments are not checked and that there is no airport counter, which conflicts with the Tourist Levy counter in the international arrivals area; paying online beforehand avoids relying on the counter.

  6. 6

    Baggage claim

Passengers collect checked bags from the conveyor belts after immigration; the International Terminal has 7 baggage claim belts. A Lost and Found counter in the arrivals terminal takes reports of delayed, damaged or lost baggage. Transfer passengers using the new transfer bridge do not collect checked baggage, which ground handlers and the airline move to the onward flight.

  7. 7

    Customs

Customs inspection follows baggage claim, and Bea Cukai publishes the rules online. Personal goods up to USD 500 per person per arrival are exempt from duty and tax; above that, 10 percent import duty plus VAT applies (PMK 34 of 2025). Allowances include 1 litre of alcohol for adults aged 21 and over, and for those aged 18 and over 200 cigarettes, 25 cigars or 100 grams of cut tobacco, with separate limits for e-cigarette liquid and capsules. Cash or payment instruments of IDR 100,000,000 or more (or the foreign-currency equivalent) trigger inspection, as do narcotics, medicines, weapons, animals, plants and goods above the allowances.

  8. 8

    SIM cards and money changers

Telkomsel, Indosat and smartfren SIM booths are in the International Arrival Lobby (Indosat 05:00 to 02:00 with prices of IDR 50,000 to 1,000,000; smartfren 04:00 to 00:00 with IDR 100,000 to 800,000). Money changers at international arrivals include JAV (open 24 hours, 34 currencies), BRI (04:00 to 00:00) and BTN (07:00 to 02:00), all cash only; BNI, Mandiri, GAV (international departure drop zone) and UBS outlets and several ATM centres are also at the airport. Exchange rates are not published.

  9. 9

    Meeting point and pick-up zones

Transport booking desks are in the international arrivals lobby (and in the domestic baggage claim area and domestic arrivals lobby). The Trans Metro Dewata shelter is at the pick-up zones of both arrival terminals, and Grab and Gojek have meeting points at international and domestic arrival. A pedestrian overpass opened on 23 June 2025 links domestic arrivals, the pick-up area and the car park, pick-up zones and shelters were reorganised in the revitalisation, and since 31 July 2026 seven u-turn lanes on the airport access road are closed to ease congestion.

Getting to your area

Airport taxi counter

Where: Ngurah Rai Airport Taxi serves international and domestic arrival (the electric taxi fleet at the domestic arrival corridor); booking desks are in the international arrivals lobby, the domestic baggage claim area and the domestic arrivals lobby.

Cost: Taxi fares from the airport run from IDR 120,000 to IDR 1,000,000 depending on the destination, and no per-destination table is published. Estimated taxi fares: Kuta IDR 70,000 to 90,000; Seminyak 110,000 to 140,000; Nusa Dua 130,000 to 160,000; Sanur 160,000 to 190,000; Canggu 170,000 to 210,000; Uluwatu 200,000 to 240,000; Ubud 300,000 to 370,000. The short-trip estimates sit below the IDR 120,000 minimum, so they are indicative only.

Taxi hours are 05:00 to 02:00, paid in cash or cashless, metered or fixed rate depending on the provider. Some reports say the taxi ticket booth closes after the last arrival and reopens at 08:00, which differs from those hours. Registered companies such as Bluebird, Silverbird or Express are the recommended choice.

Grab / Gojek

Where: Meeting point at international and domestic arrival. Passengers book in the Grab or Gojek app or at the designated counter or lounge; the Lohjinawi and Trans Tuban cooperatives provide online-based drop-off transport from the airport with Grab and Gojek operators. GoRide is the Gojek motorcycle option.

Cost: App-based rides from the airport run from IDR 120,000 to IDR 1,000,000, paid through the app. One report says a Grab to Sanur booked at the airport cost under IDR 200,000 including airport and tollway surcharges in mid-2026.

Hours are 05:00 to 02:00. Informal no-rideshare signs are reported in Canggu, Jimbaran and Uluwatu, along with a few hotels that prohibit pickups, so a driver may ask to meet outside the property. Passengers are advised to check that the driver matches the app details and to share the journey with a friend.

Hotel or villa pickup

Where: Arranged with the property. Passengers leave through the International Arrivals exit, and pick-up zones and shelters were reorganised in the airport's revitalisation programme.

Cost: Set by each property, and no published range is available. For comparison, Kura-Kura Bus offers private transfers from IDR 380,000 to Kuta, Seminyak, Nusa Dua and Sanur, and from IDR 460,000 to Ubud, Canggu and Uluwatu, for up to 4 passengers.

Several transfer providers hold counters at international arrival (see car with driver). Taxi and app services end at 02:00, so late arrivals should confirm the driver's waiting arrangements with the property.

Bus (Trans Metro Dewata / Kura-Kura)

Where: Trans Metro Dewata (TMD) shelters are at the pick-up zones of the international and domestic arrival terminals. Kura-Kura Bus is based in Kuta; the airport is not named as a stop on its shuttle service.

Cost: TMD costs IDR 4,400 per trip, paid by e-money or QRIS. Kura-Kura Bus shuttle fares: IDR 100,000 one way Kuta to Ubud via Sanur (IDR 160,000 round trip), and IDR 200,000 one way Kuta to Kintamani; luggage costs IDR 0.

Reports differ on the route: one says TMD connects the airport with Mengwi Terminal, Kuta and Nusa Dua, while another says the corridor serving the airport in January 2026 is K2 from Terminal Ubung, running about 05:00 to 18:40. TMD was suspended on 31 December 2024 and resumed on 20 April 2025, with first departures from about 04:30 to 05:00 and last departures from about 18:30 to 19:00 depending on route. No TMD route to Canggu, Ubud, Uluwatu or Sanur is confirmed, so reaching those places by bus needs a transfer or a taxi to a Kuta stop first.

Car with driver

Where: Counters at international arrival include Goldenbird (Bluebird group, 07:00 to 03:00), Discova Airport Transfer (07:00 to 03:00) and Klook; PT Satu Kosong Tujuh has booth 107 in the domestic arrivals area (car rental, Grab and GoCar), and Bali Prasarana Airport Transfer has a domestic arrival counter (06:00 to 00:00).

Cost: Counter price ranges: Goldenbird IDR 200,000 to 500,000; Satu Kosong Tujuh IDR 150,000 to 300,000; Discova IDR 50,000 to 1,000,000. Kura-Kura private transfers start from IDR 380,000 (Kuta, Seminyak, Nusa Dua, Sanur) and from IDR 460,000 (Ubud, Canggu, Uluwatu), with an electric vehicle option.

Goldenbird and Discova accept cash, Mastercard, Visa and QRIS. Kura-Kura transfers can be booked up to 4 days ahead, with cancellation fees of 30 percent at 3 days, 50 percent at 2 days and 100 percent at 1 day. Hiring a private driver or a car with a driver is suggested as an alternative to driving in Indonesia.

Scooter

Where: The airport's 174 listed facilities include car rental but no scooter rental counter. Two-wheelers have their own parking building, reached via Jalan Raya Tuban toward Jalan Dewi Sartika (as of 30 July 2026).

Cost: No airport scooter rental price is published.

UK nationals cannot drive on a UK licence in Indonesia and need an International Driving Permit. There has been a large increase in moped and motorbike accidents in Bali, some of them fatal; riders are advised to wear a helmet in good condition and to check their insurance cover. Gojek's GoRide motorcycle taxi is available at arrivals as an alternative.

Travel times from the airport

  • KutaAbout 8 minutes without traffic
  • SeminyakAbout 14 minutes without traffic
  • CangguAbout 21 minutes without traffic, longer at peak times
  • UbudAbout 35 minutes without traffic, longer at peak times

Departing

  1. 1

    Check-in and bag drop

Passengers should report and drop baggage 3 hours before departure on international flights and 2 hours before on domestic flights. Since 15 July 2025 there is no screening at the international terminal entrance: passengers go straight to check-in, and passenger and cabin baggage are screened once before the departure waiting area, with checked baggage scanned at a hold baggage screening point. Self check-in kiosks in the international check-in area are limited to Emirates, KLM and Korean Air, and power banks and e-cigarettes must not go in checked baggage.

  2. 2

    Departure levy

The international departure flow runs from check-in to security, immigration and the departure area, with no separate tax payment step. Airport tax is included in domestic flight prices and may not be included for some international departures, so passengers should check with the airline or travel agent. The Bali tourist levy is collected on entry, not on departure.

  3. 3

    Security and immigration

The departure flow runs from document and boarding pass check to airport security, then immigration, then the departure area and waiting room. As of 2 October 2026 autogates operate at the international departure immigration checkpoint; who is eligible to use them has not been confirmed. The Directorate General of Immigration publishes the immigration rules online.

  4. 4

    VAT refund for tourists

The refund counter is on the 3rd floor of the International Terminal and is open 07:30 to 23:00 WITA. Eligible are foreign passport holders staying no more than 60 days who bought goods within one month before departure from shops showing the Tax Refund for Tourists logo, with at least IDR 50,000 of tax per receipt and at least IDR 500,000 of tax in total; goods must leave Indonesia as accompanied baggage and goods shipped by a carrier do not qualify. Claims are made at the airport on the departure date with the VAT refund app, showing passport, boarding pass and goods. Refunds up to IDR 5,000,000 are paid in cash in rupiah at the counter, and larger refunds go by bank transfer within one month.

  5. 5

    Duty free and shopping

Dufry Main Shop, Last Minutes, Last Chance and Spirit Shop outlets serve the International Terminal, plus Dufry On Arrival in the international arrivals main flow on the first floor (04:00 to 00:00). Fashion, books, pharmacy, convenience stores and a wine and liquor shop are also there. Duty free prices and allowances for the destination country are not published.

  6. 6

    Lounges

Concordia Lounge is at both terminals, Tujuwan Lounge at international departure (257 seats, 04:00 to 02:00, buffet and free-flow bar) and Garuda Indonesia Lounge at international departure (04:00 to 00:00). Blue Sky Premier Lounge is on domestic departure level 2 (05:00 to 23:00). Lounge entry prices are not published.

  7. 7

    Facilities before the gate

Baggage storage is at the international departure check-in area (One Stop Baggage Solution) and on level 2 of the international departure terminal (Fesindo), and baggage wrapping is at the One Stop Baggage Solution desks. Free drinking water is at Gates 5 and 7 of the international departure terminal, and prayer rooms are on level 2 of international departures and the international departure lounge area. Passgo Hotel is on level 2 of the international departure terminal.

  8. 8

    Nyepi closure

All flights and airport operations stop for 24 hours on Nyepi, the Balinese Day of Silence, except medical evacuation and emergency flights. In 2026 the suspension ran from 06:00 WITA on Thursday 19 March to 06:00 WITA on Friday 20 March, with the last departures on 18 March at 23:10 (domestic) and on 19 March at 01:30 (international). It handles international arrivals and departures and holds the Visa on Arrival and All Indonesia counters, immigration, customs, the Tourist Levy counter, SIM card and money changer booths, Dufry duty free shops, the VAT refund counter (3rd floor) and Passgo Hotel (level 2 of departures). Self check-in kiosks in the international check-in area are limited to Emirates, KLM and Korean Air.

Domestic terminal

The former international terminal, revitalised and reopened as the domestic terminal on 17 September 2014. It covers 65,800 square metres and has 62 check-in counters and 8 aerobridges. Batik Air, Citilink, Garuda Indonesia, Indonesia AirAsia and TransNusa fly from both terminals, and Lion Air, NAM Air, Pelita Air, Sriwijaya Air and Super Air Jet fly from the domestic terminal.

General aviation and VVIP terminal

Indonesia's first General Aviation Terminal for private jets is south of the main terminal, with an apron for up to 14 narrow-body aircraft. A VVIP terminal was inaugurated on 9 November 2022 for the G20 Bali Summit.

A second airport in Buleleng, North Bali, was added to the 2025 to 2029 national medium-term plan (Presidential Regulation 12 of 2025), but the exact site was still debated in October 2025 and the Bali vice governor called it a priority but not urgent in April 2025. In February 2026 a project company announced a memorandum with a South Korean firm for digital and transport planning, and services could begin as early as 2028, but no funding figures were disclosed and the project was still far from receiving tourists. As of July 2026 the project is still described as proposed, with no confirmed construction start.

Questions people ask

How early should passengers arrive for an international flight from Bali?

Passengers should report and drop baggage 3 hours before departure on international flights and 2 hours before on domestic flights. Since 15 July 2025 there is no screening at the international terminal entrance, so passengers go straight to check-in. Check-in closing times are set by each airline.

Is there Grab or Gojek pickup at the airport?

Yes. Grab and Gojek have a meeting point at international and domestic arrival, and bookings can be made in the app or at the designated counter or lounge. Hours are 05:00 to 02:00, and app-based rides from the airport run from IDR 120,000 to IDR 1,000,000. Some hotels and areas such as Canggu, Jimbaran and Uluwatu display no-rideshare signs.

How much is a taxi from the airport to Canggu?

No per-destination fare table is published, and taxi trips from the airport run from IDR 120,000 to IDR 1,000,000. A taxi to Canggu is estimated at IDR 170,000 to 210,000 for 17.2 km by road, and traffic on Jalan Raya Canggu can make the trip much longer than the roughly 21 minutes without traffic.

What is the Bali tourist levy and how is it paid?

It is IDR 150,000 per foreign visitor, paid once per trip, under Bali Provincial Regulation 2 of 2025. It can be paid on the Love Bali website or in the Love Bali app before travel, at the Tourist Levy counter in the international arrivals area, or at registered endpoints in Bali, and a QR voucher is emailed. Holders of diplomatic or official visas, transport crew, KITAS and KITAP holders, and holders of family unification, student, golden and other visas are exempt.

Does All Indonesia need to be completed before landing?

Passengers are encouraged to complete the arrival documents on the All Indonesia website before arriving, and an All Indonesia counter in the arrivals area serves those who have not. The form can be submitted up to three days before arrival and is free. The QR code replaces separate paper forms.

Can a SIM card be bought at the airport?

The airport operates around the clock, and JAV Money Changer at international arrivals is open 24 hours. Taxi and app services run from 05:00 to 02:00, and the Trans Metro Dewata buses stop in the early evening, so a pre-arranged hotel or driver pickup is the safer plan. Some reports say the taxi ticket booth closes after the last arrival and reopens at 08:00, which differs from those hours.

Does the airport close on Nyepi?

Yes. All flights and airport operations stop for 24 hours from 06:00 WITA on Nyepi. In 2026 that was from 19 March to 20 March, and Nyepi falls on 8 March in 2027.
